Within Suburbia where citizens live freely, there is a crime infested Inner City. The plague of moral weakness and deception run rampant. The Inner City is surrounded by an impenetrable wall made to contain society's finest; those deemed “unsuitable or criminal.” Alas, the peace of Suburbia has shattered and in the shards of what once was festers a new threat. Suburban children have begun to disappear but it seems that only young girls are at risk..

Hired by mysterious and motivated employers, a government agent is placed on the high-profile case, but there are rules. He has to investigate this case with an experimental machine, a machine that can access the memories of Suburban citizens. He also has to stay in a single room under lock and key and keep the existence of this confidential device a complete secret.

No one has explained the consequences of using this machine. No one has explained how it works. No one told him that the machine has a glitch, either. Occasionally jumping from mind to mind unwillingly, our hero is sometimes interrupted right before he discovers something crucial. Despite the mental fatigue that he endures through this process, he cannot seem to pull himself away from a young Suburban man whose fate intertwines with all of those missing girls. His name is Kade Sparks.

As our agent gathers more and more puzzle pieces he begins to lose sight of past and present. He also begins to watch a sinister transformation as the shadow of influence around Kade continues to grow and consume what is around him.

What does it all mean? How was the crime within the Inner City contained for so long? Why are things changing now? Where did this machine come from? Who is Kade Sparks? Who is our hero? Is he a hero?

The Optimal State contorts reality and creeps through one's mind. It ensnares the reader - and the agent - leaving everyone guessing until the explosive end.
